Covers cut for a ground pin above the slots

Older rooms and remodels are often wired with the round hole on top. A plate cut for the usual layout would hang upside down on that outlet, so these are cut the other way.

Ground pin up

The plate is turned so the cord still leaves the bottom edge and the face still reads level, while the opening for the round hole moves to the top. It is the same part, cut the other way up. Worth checking twice, because a plate for the usual layout will physically plug in and then sit wrong.

Ground pin down

If the round hole on your wall sits under the slots, which is the more common way, the other shelf is yours.
